Anti-Bot filter
So I have noticed there has been a lot of alters on the server and there is a quick fix for this, add an anti-bot filter there is many free ones but also a lot of good payed ones. ( https://www.spigotmc.org/resources/2ls-antibot-the-ultimate-antibot-plugin.62847/ )
Why I suggest this is because I am staff on a different server who has this, makes it way harder for people to ban evade and also people wont be able to alt every two minutes. It will also make the server more fun and keep alters and bots away from the server.

Thanks for your feedback! We are already employing the use of several antibot features, however bots are unfortunately a very different issue than alters and ban evaders and they cannot be easily detected the same way (alters are regular players and they behave no differently than any legit player)
I do see an interesting feature in your suggested plugin which is passwords being reused, we might work something about that but it would be still a very easily bypassable check
Chat spam, flooding, quick joins/leave are all already covered
The settings packet on join check is also interesting and I'll look into that, it's still however a bit weak and also easily bypassable
Unfortunately there is actually no easy way to determine arbitrarily if a player is ban evading/along or not
