add new staff role

staffs that read suggestions probably moderators+

and only small amount of player on staff that is moderator+

so, please make a new application, and its "Suggestion Manager"

so, they can respond to suggestions faster

they cant /ban, /mute, /kick

Thanks for the feedback! All the jrmod+ can already handle suggestions. Unfortunately, it's not a matter of simply reading and answering suggestions, the issue is actually implementing what was suggested and that may take as little as a few minutes or as long as several months depending on the request
