/skin url
if we can /skin set, why cant we use url aka link for it, so we can set our skin. Example: /skin url https://i.imgur.com/Hqwdmft.png (this is a skin and end with png)

Because that's not how skins work, they are managed 100% by mojang and we can't just use any skin we want, the client would simply not allow it.
/skin set works because it uses the skin of a Premium player, having some premium player with the skin you want at least once for a brief second, given the time to cache the skin data, is a requirement for skins to work at all
Without a premium player setting the skin you want we (and any other mc server) can't in any way set the skin you want, unless client side mods are used of course
