Deny usage of any version other than 1.8.9 in factions/OP factions

Versions upon 1.8.9 are buggy and create unfair advantages.
1.12.2+ introduces shields which bugs out if you hold Right Click making you take less damage
1.13+ introduces swimming which making you swimming significantly faster, as well as being able to glitching through 1x1 places that aren't topped with solid blocks
1.15+ introduces crouch improvement and allowed player to glitch from 1.5 high places meaning places that have an open block and slab or trapdoor.
These are all glitches, therefore should be disallowed and players using this should be dealt with.
