Hackers
IP ban hackers. What's your point of banning the hackers' accounts if they are just going to do it again? Every hackers NEVER change and they will just hack continuously and ruin the game.

Answer: Rejected
IP banning hackers would get us nowhere as they could just hop on a VPN and hack again. It would also make it harder to catch them ban evading on other accounts as well. Rejected.
