Increase /ah Price Limit to 100b

Increase Auction House price limit to 100b!

In Prison, cash is always excessive, and 2 months after reset the value everything is beyond the limits of the Auction House to sell.

Current Auction House has about 6 rows of items, 3 of which are advertisements, stacks of 1-3 keys for max AH price, and random junk nobody actually wants.

If possible, use whatever accounting method is being used for cash now for the shops, so the limit can be higher. At the bare minimum, the java integer limit of 2 bil is enough to make the Auction House usable.
