add an option in /sett for Elite+ to disable no-teleport-delay, for example, in sur+, when you accidentally tp to someone, and theyre in an unsafe location, such as flying under the end islands, your life depends on them if you dont have an elytra, sure, you can do /tpcancel, but the problem is, some people type faster than others, putting the player who tpa'd on a choiceless death situation (only if the fast typer is evil)
