New memes channel
Add a new channel called #memes-unrelated, as the channel name suggests, this meme channel is for memes that are unrelated to ec, when a player sends a meme to the bot, they will be asked whether its related or unrelated (you basically say what kind of meme it is).also make BigBrother more friendly dang it
