/fly in claimed territory.

I don't know whether you would like this to be a rank that allows it, but I think that in our own bases and claimed area's we can /fly. To prevent people from exploiting it when fighting you can make it so they cant do /fly for a few minutes after being hit. I think this is a good add since this would make base building and farm making so much easier, especially with Cactus since the amount of times you fall to the bottom.
