Party feature called /party truce

This feature allows parties to call a truce with other parties.
Basically, if you're in a truce with another party, you can't damage each other in PvP areas, this can be changed tho.
It will be set so that only Party Owners can call a truce with other party.

Commands for this feature:
* /party truce <Party Owner Name> -- This sets a truce with another party
* /party untruce <Party Owner Name>. -- This removes a truce with another party
* /party truceff -- Enables or Disables friendly fire on truced parties
* /tc <message> or /trucechat <message> -- Truce chat within parties
