Add Weekly Rewards on Prison

Acid island has a function where the top island gets a coupon in the EC store every week. I think there should be something similar for prison; a way for miners to receive a reward in euros for their hard work. There could be something like "Most Blocks Mined" per week. I think this would make prison much more competitive and it would encourage people to mine more.

Thanks for the feedback! We're trying to move away from vouchers and reduce the p2w aspect of the server as much as possible
