Victims should be refuned keys or money when they are scammed of them.

We do refund scammed users but only if we are able to locate the scammed items, we're trying to avoid generating stuff as it would contribute with breaking the economy of that particular server faster
Imagine if there will be more than a 100 users scammed and we cannot locate the items? We would have to generate all their stuff.
