CTA/KOTH rarely activates even in a lobby with 20+ players. This is due to many idles, and many times I've seen the CTA/KOTH vote number go below 10, but end up not triggering the event. The CTA/KOTH events are definitely a fun way to make quiet players speak up and communicate with players, especially newer players who don't understand the key system. Currently, the only events I see happening are big groups of players who monopolize the keys dropped, and even then that's a rare sight.
