When Players get kicked from afk when server restarting.

I'd like to say that , when the servers restart the afkig players get kicked out, And won't join the server back. So, if u guys can make them to come back to the server and back to /afk it would be better ..... So, think about this .... Because it's not fair as the servers restart and u can't get back to /afk.. so it isn't good right ... I hope u guys get me ... And do something for this Thank You :D
