Auto-muting players who break chat rules.

This suggestion makes people get automatically muted when hackusating, censor-evading, name-calling, etc. without active staff.

Many people have been breaking many important rules as the staff became more inactive, so adding the auto-mute plugin is effective, even when they leave (so someone said at you: "UR A LOSER NOOB HACKER RETARD MORON THAT SUX AT MINECRAP" and there are no staff members, then rulebreaking was going to be reduced with a plugin).
