Skipvote for higher Anti-hacker team discord

Dear readers,

It's an improvement for solving hack reports at the Anti-hacker discord; make an extra rank for 1000+ or even more for 'skipvote'
There are way too many reports at the moment and the (jr)mods won't handle that any time soon.

There are still open reports from June/July, that's 2 months ago. That is unacceptable.

I look forward to hearing from you soon.
