Website optimization for mobile devices

Add a setting to disable "website header particles effect" which could potentially cause crashes on low end or mid range mobile phones or ARM based laptops. Preferably, the setting should be stored in player profiles accessible from the User Control Panel page, instead of relying on the use of cookies which is often erased.

The following info shows that even with mid range hardware, the website can cause crashes.
