/skull command

I think the 5 minute delay should be removed from the /skull command. It's not necessary and it's quite triggering. To prevent spam, there can be a 5 second delay, but a 5 minute delay is over the top.

Then you can complain at mojang.com an tell them to increase the rate limits they're enforcing and that are limiting the amount of requests we can do every time someone does /skull
