Opposite drill costom enchant (placing 1/2)

There would be cool to have a custom enchant that did the opposite of a drill ce. Instead of breaking 3x3 and 5x5 it would place blocks in a area of 3x3 and 5x5. This would be a really cool custom enchant to put on your pick axe and right click to use(?).

could be called Placing 1 and Placing 2.

Nice idea but the result would be too complex either in the plugin itself or for the user experience
