Cps add-on.
So basicly, you add something to the server that counts peoples click packets sent to the server over a period of time (first hit to last). If the average cps is constant between sets of click packets then it indicates an auto clicker. Also to add /acps <player> to check a person's average cps at any given time.

Unfortunately it's not that easy because of lag, packets delay, packet loss and many other issues
Not counting that hit packets aren't the same as left click packets and some clients wouldn't be using the same and that would be undetectable in your way
