Monthly Votes

I think that some people shouldn't be able to win the monthly voting contest more than 3 times. the reason I say that is because I see that every month almost the same people keep winning the contest. I think its unfair because if its supposed to be for everyone to get a chance the same people are taking advantage of it. I'm not saying it for myself to win, but I heard others were complaining about this as well.
I hope this was understandable
