pvpmine changes

1. Make it so if you are in /warp pvpmine you can't use XP bottles at all, because people outside of the arena are throwing xp into it to mend people's armor. XP bottles being disabled only in pvp is not enough.
2. Disable item dropping entirely in /warp pvpmine. Whenever people are about to die they drop items outside of the arena which means they can save their loot every time they fight with no risk of losing it.
