Remove warp killing/scamming from towny

Towny is supposed to be a friendly server for everyone and it allows new players come and enjoy the server. But now it has turned completely into pure risk and anarcy. People could lie they could steal they could scam and even destroy builds/towns people spend hours and hours grinding just for it to be destroyed. This is not lifesteal or factions or anarcy, this is towny and it they should atleast make Scamming and warp killing punishable.
