Wow...

Is towny not to be a civilised gamemode? You can allow tp killing, that is fine (except for pwarp killing), but why, WHY is scamming ALLOWED?? Please remove scamming as not punishable. You can say "oh he should have known" or blah blah blah, but, what if they are new to the game itself, what if they are new to towny and assuming that you can't scam and that everything is fair here. Make towny civilised again
