Add /tgui or /t settings and add /t chat

/tgui will let player customise their settings of town and it's easy for players to understand. Because currently players having issue to understand town commands.

/T chat is also required as players can't use party chat always as players of other town who are in party can see things which we don't want to share with them. And town chat help to conversation with town members better.
Hope suggestion get considered
