buff phantom rank

- /dailyenchants perk on servers with custom enchants that give 12 random enchantment books with random levels on them
- reduced anvil experience use if possible, to make it possible for phantom ranks to combine levels which would be too expensive otherwise (without bypassing the 3 CE/item max rule)
- /combineall command combines all the applicable items in your inventory to the best version. E.g.: if you have prot 2 diamond helmet, prot 2 diamond helmet, prot 3 diamond helmet, prot 1 diamond helmet, sharp 3 diamond sword, sharp 3 diamond sword, sharp 1 iron sword, sharp 1 iron sword, sharp 4 iron sword, this combineall command outputs 1 prot 4 diamond helmet, 1 prot 1 diamond helmet (unchanged), 1 sharp 4 diamond sword, 1 sharp 2 iron sword, 1 sharp 4 iron sword (unchanged) # make this command consume the needed xp to combine
- /consumexpbottles consumes all the vanilla experience bottles which we can get from experience wand or shard shop so we don't have to right click them
- a 2% chance per vote to get 4 vote keys instead of 2
