Addition of some halloffame rules

It's very wrong same teams are winning halloffame again and again cuz of it new players who try to go in halloffame are not able to win coins although they also work hard to balance this situation there should like no continuous rewards to same party/island the top 5 winners once won coins should give a cooldown till next 7 days so they are not allowed to participate in halloffame and after cooldown they can participate again and by implementing this we will see improvement and new players will also motivate to play.
