How to keep players in towny

I think most people join for the hof and just completely ruins the game ,it would be better the voucher to be given based on the game mode for example here in towny,towns with the most residents get the voucher or the most beautiful town based on voting from the staff the mayor get the bigger vouchers while the residents gets a smaller amount,I think it will help more people than be online and try get the voucher
