ah blocking mitigation

Change the Auction House so that when you click to buy an item, you only hold it for 15 seconds. If you don't complete the purchase, the item becomes available to everyone. Afterward, you get a 10-second cooldown where you can't hold it again, but you can still buy it if it's free. This makes it fair for everyone.

This mitigates the current behavior where someone can hold an item for hours and go afk.
