Tax Money

Often Times i see the lottery just going to waste and no one really plays it (atleast in survival). If there was some initial value which people could win rather then someone first putting in money into it for no boon whatsoever. If the tax value of coin flips or something else could go into lottery and be spread out among the players it would definitely make the lottery more fun to play and people would be more inclined to put some money into it the start.
