Wars are too few, system is not encouraging players

Dear mods,

We wish for you to raise the war tokens earned per day to 6 per day at least, because players are not willing to wait 2.5 months to declare war on another nation with the current system you've given us, nor wait 40 days to start a minor war with another town. We need more wars, there are too few, and the players of Towny desire more frequent wars. The server activity may die if this issue is not addressed
