New Bow Custom Enchants

1) Nullify Revival: stops the opponent from being revived by a Totem for tot seconds.
for example: Player1 shoots Player2, Player2 can't use a Totem for 10 seconds.

2) Speed Boost: if you hit a player with a fully charged shot, grants Speed 3 for tot seconds
for example: Player1 shoots Player2 with a fully charged shot, Player1 gains Speed 3 for 5 seconds

3) Instant Charge: every tot seconds, your bow is automatically fully charged, and can be released without any charge time.
for example: after 15 seconds, Player1's bow is fully charged, Player1 hits the right mouse button and the arrow instantly fires fully charged,
cooldown recommences.
