I think there is lack on information about servers in the web page witch is the Nº1 source of info for us (or shoud be ).
Lets start with staff posts, it take's about 1 month for post to come, for me personaly if i come i woud like to see updates like for example (" we changed rates from X% to X%" or "we having problems with economy so we are looking to improve that or that and we need more info from the players"
You coud encurage the population of the server by making quiz Q&A or just like the "suggestions" u have and evry 1 are using, but just take the intresting one and set it on votes from the main page, so you dont need to look deeply to find it.
Make few beginers guides for the custom items you have added, in my case i play in the servival server and had to look arround with players that actualy are waisting some time to explane me, and yes population actualy is realy friendly .
