Increase The Chances On Harvester

Reason: Since Harvester was nerf for better improvements of the server. The Harvester is no longer same as before. Why? In term of efficiency the ChestHopper is much better than Harvester. For example: Harvester cant no longer give a player 5k+ income of pumpkin farm (1 chunk) unlike ChestHopper. So it means harvester now will give less Shards and Income, while its chances is so rare. Its average collection is likely 40 now. That is why less people will use harvester on their farm and more people will use ChestHopper this will cause same issue as the Harvester before, unless ChestHopper will be nerf too.

Benefits:
* More Stable Economy
-- Less Value
-- More player using harvester - this will improve server much better
-- Settle the question "which is better ChestHopper or Harvester?"
* No more 1b for a harvester on /ah
