limiting axes at 250 is good for gamemodes like survival where everyone is in prot 4 unb 3 except in slimefun everyone is in prot 9 unbreaking 10 without the need for legendary keys and we have infinite egaps and even items to prevent our armor breaking - if axes stay limited at 250 the fights will go on virtually forever because we dont do any armor damage (axes is too low) and even when we do break the armor, it costs 1 cheap item to immediately fix the armor, and consume one, and you can hold thousands of this item at once. so basically current pvp state is you have a thousand sets and infinite egaps (fights will not end unless we have enough axe damage to actually kill them or make them run out of anvil talisman (the item that fixes armor when it breaks))
This does not mean we have to unnerf stuff like unarmed (which is actually broken) but maybe axes at a minimum since its the only way to do huge amounts of armor damage when we have thousands of "sets"
