CrossBows

I have been engaging in PvP for a significant amount of time now, and crossbows have become quite problematic. The ability for players to offhand a crossbow and apply Slowness VI to opponents makes running and chasing incredibly difficult. I propose implementing a cooldown system similar to the one applied to Wind Charges, which significantly improved gameplay by making running more manageable.

Currently, crossbows are a major issue in PvP, especially in team fights. It is common for a player to position themselves centrally and continuously shoot arrows with multiple stacks of Slowness, rendering it almost impossible to approach them. Additionally, they can easily use Wind Charge to gain high ground, further complicating efforts to engage them. While shooting back at these players is an option, it often proves ineffective due to the lack of mobility caused by the Slowness effect, and arrows deal minimal damage to the crossbow itself.

To address this imbalance, I suggest implementing a 5-second cooldown for crossbows. This would help reduce their overwhelming effectiveness in team fights and improve overall PvP dynamics.
