add new setting to enable and disable mob grief on islands

I've tried to use mob grief to make a farm today but i found out that withers can't destroy block on islands
i understand it's purpose, so players can kill withers in the only place they can without having to worry about their islands being destoryed but i think it would be nice to make it so we have a choice.
It would also be set to off by default so it won't cause any problems and only players who need it can turn it on.
