new plugin

i'd like a new plugin to be introduced. this plugin prevents people from "skidding" a cannon. basically all this plugin does it that neutrals and enemies cant see ticks on a repeater. so for example they world download/schematic the cannon. all ticks will be on 1. tick. having this the cannon will guaranteed be useless for anyone who doesnt have the correct schem. and therefor will make skid..
