Server losing popularity rapidly! [upvote please we need it]

Guys, Our server is rapidly losing popularity because 3 months ago there were like 3000 player online always and now we barely even touch 300!!
please do something about it and this issue is serious!
maybe /unban all or something like that may work? idk
but take some action on this.

Can increase bvalues and adding a way to use world edit tools by putting necessary blocks in a special chest called world edit chest and 10 min of world edit for one vote!.
