Sabaton title

I think there should be a Sabaton title now, since its a well known faction/group now.

Introduce a cannon shooting rule

Example: (cannons can shoot at max every 2 seconds except double taps)
because I got raided by a cannon that shot 3 shots in less 1.5 seconds, I m ok with that by theoretically you can make cannons that shoot every 0.1 seconds and that is kinda op cuz it can go straight thru any type of walls.
